Family and Social Services Administration
Position
The Indiana Association of Area Agencies on Aging supports the preservation of the Family and Social Services Administration, and the establishment of a Division of Aging within FSSA to address the needs of Indiana’s growing population of older adults more effectively.
Background
The Family and Social Services Administration is an umbrella agency for state human services agencies. The FSSA structure was designed to allow for citizen input and participation in policy making. That emphasis should be enhanced and retained.
In 2003, the General Assembly passed legislation to audit FSSA. The date of the completion of the audit is June 30, 2004. No action should be taken on the Family and Social Services Administration until the results of the current audit by Legislative Services Agency, the Government Efficiency Commission and any other further studies are completed. Further, language in the 2003-2005 biennial budget established a Government Efficiency Commission to study and make recommendations on the state administrative structure, including FSSA. It would be premature to take any action to restructure, reorganize or dismantle the FSSA until the findings of the audit and the Government Efficiency Commission are complete.
The IAAAA does support the establishment a Division of Aging within the FSSA to address the needs of Indiana’s growing population of older adults more effectively. There continues to be an increased need for services for aging adults and their families. Indiana must establish, fund and adequately staff a Division on Aging to meet the need.
